Clarification on 'first-available' resource selection

I was wondering if you could please clarify how the 'first-available' selection policy works, specifically in terms of what conditions are checked to determine "first-available". 

Does this look only at the resource capacity schedule (i.e., the first resource to have capacity >0) or does it also look at which resource will first have queue count = 0? How does the selection work if multiple resources are provided that are tied for capacity, server, and queue counts?

The first-available policy checks the resources in the order given, and selects the first one with a server count that is less than the capacity. If all resources are busy, then it selects the first one with space in the queue. You can check the logic here
