texture bmp formats question.

Which paint package is responsible for the strange interlaced format
bitmaps (BMPs)?

The odd format is what looks like an interlaced bitmap which shows
columns of a single colour with the interlaced texture in the adjacent
columns, as opposed to the standard BMP format which can be loaded
into something like Paint Shop Pro.
