Moved core from getlocalization.com to transifex.com

Hello Translators!

I've announced the move of our translation platforms here:

We've already started on this road a couple of weeks ago with (finally)

getting modules back onto a translation platform - they weren't on getlocalization.

Now core follows their lead, and hopefully to a faster, more stable and more useable platform.

It makes upload/download of translations a bit easier for us core maintainers as well,

so hopefully you can see more frequent updates of your work into the core sources.

Unfortunately there was a bit of loss in getlocalization.com in the last months,

e.g. about 5% of the German strings went missing. Sorry to cause you any

double work there, its tricky to manage this large amount of translations

between platforms, releases and modules.

I've updated the translation process docs as well to document how we handle
