You can check it out by getting the latest source, as described here:

http://doc.silverstripe.org/sapphire/en/installation/from-source and http://www.silverstripe.org/daily-builds/

Just ensure that you're switching to the 3.0 branch on both the "cms" and "framework" repositories.

The demo site at demo.silverstripe.org is updated manually,

so the translations won't be available there until we do that.
