Wii U Otp.bin Download

Hey here's my problem: I wanted to mod my Wii U and when dumping the NAND, it comes up with 'fail to write otp.bin' and I was like oh its a small thing but when I wanted to open retro arch, it would only come back with a black screen and I was like 'maybe I need to re-download it' then when I wanted to download an app from the HB Appstore, it wouldn't download anything. Then I was concerned because the Wii U reads SD cards but doesn't write to them, then I tried opening Mario Kart Double Dash!! (a WiiVC inject) it would load to Nintendont and then say this 'failed to create memory card file'. When I swapped the nincfg.bin with one that doesn't have memcard emulation turned on it works, I am really concerned, what should I do, I tried swapping the SD cards, re-doing the tiramisu exploit, formatting the SD card and I don't want to reset my Wii u as I have memories from when I first got I in 2016 ALSO, when I try downloading cIOS, it doesn't come up with beta 52 d2x stuff, it only comes up with 'd2x v6,v5,v4,v3' and doesn't install anything I hope its a simple fix as I don't want to open anything up and I checked the SD card port and blowed into it and nothing worked, also is it possible to use Wii u homebrew apps off USB
i gave my friend the online files and he gets the error seeprom.bin otp.bin missing while those files are in the cemu root directory where Cemu.exe is located, his account works but when he goes to the lobby in splatoon when it says connect to the internet it he accepts and it brings him back and it says that he is not connected to the internet, but his account does work
