silk 0.2.4 is available over on github releases

Hi guys.

0.2.4 is available over at https://github.com/silk-web-toolkit/silk/releases/tag/0.2.4.

We pushed this into the wild quietly last week.

Release notes, a jar file and a Windows executable are all there.
