New proposals mechanism on silkyweb.org and semantic extensions proposal

Guys.

We put together a new proposals mechanism on silkyweb.org, kind of like the specs mechanism but for less formal ideas.

Feedback very welcome!

Some of the styling is not quite right on live, I will look into it later, tired now :-)

It looks pretty good, I think this is definitely the way to go - we want to keep everything as simple as possible for the User, without them having to learn whole new languages or paradigms.
