silk 0.4.0 is available over on github releases

Hi guys.

0.4.0 is available over at https://github.com/silk-web-toolkit/silk/releases/tag/0.4.0.

Release notes, a jar file and a Windows executable are all there.

Have a go, let us know if you have any problems.

The silk site is updated over at http://www.silkyweb.org, though it is a work in progress :-)
