FAIR Signposting spec updated

Hi all,

The FAIR Signposting spec at https://signposting.org/FAIR/ has been updated as a result of discussions in the Apples-2-Apples activity that aims at aligning FAIR Evaluation tools regarding the evaluation of Signposting support. The following clarifications were added:

* Regarding "license" links:

- Note that license should be broadly interpreted and could also be a Terms of Service document

- Encouragement to use License URIs expressed as SPDX (https://spdx.org/licenses/) URIs

- Added a "license" entry in the Level 1 recipe for content resources that was previously overlooked

- In the examples, the Creative Commons License URI was replaced by a matching SPDX License URI

* Regarding "cite-as" links:

- Made explicit that it is expected that an HTTP redirect from the resource that is the target of a "cite-as" link (the HTTP PID) leads to the landing page that provided the "cite-as" link. This was implicitly clear from the pictures but now the text makes it explicitly clear.
