Dear khloud,
I faced the same problem during my study. Then I managed to publish in IEEE Access , any my research field was Arabic ASR. It took 1 month for review and decision but that was 3 years ago.
I hope this is useful.
Best of luck.

See ACL (association for computational linguistics) wiki list of journals in NLP/CL

You could broaden your search: look into general AI journals, eg Leeds PhD student Ibtisam Alshammari just had an Arabic NLP paper accepted in Academia AI and Applications journal

and we had an NLP paper (not Arabic though) in Big Data and Cognitive Computing Journal

Dear all,

Please avoid submitting to journals that ask you to pay $$$$ in order to review your article within a month, regardless of the journal’s rank or publisher.
If the review process is faster than booking a doctor’s appointment, or getting a university reimbursement approved, you may want to ask a few questions
Research deserves careful review, not express delivery.

Such journals can create suspicions about the work, the authors, and even the supervisor

Best regards,
Mustafa

Dear Khloud,

It all depends on the quality of your manuscript and the journal  target  rank , whether it is a Scopus or IF journal (open access or hybrid), paid or free.

However, here are a few journals that can be fit for NLP, hybrid or free APC and IF:
  • Natural Language Processing by Cambridge Univ. (IF)
  • Applied Corpus Linguistics by Elsevier (IF)
  • TALLIP by ACM (IF) (slow in publication)
Some other journals are multidisciplinary, but they might still accept NLP.
I would always recommend checking the journal link, DOI, rank as there are fake and predatory journals (there are plenty of good journals indexed in Scopus that would be easier to publish in than IF.

Best

Dear Dr. Eric, Dr. Mustafa,  Dr. Rania,

Thank you very much for your replies and valuable advice. I truly appreciate your guidance, and I will certainly consider submitting to the journals you recommended.

Dr. Mustafa, Please accept my apologies if my initial request caused any misunderstanding. What I meant was that I am looking for journals with a reasonable and efficient review timeline.
To provide some context, I have experienced significant delays with several submitted manuscripts. For example, one manuscript is still in "Under Review (Reviews completed: 1)" for eight months due to reviewer shortage. Another was six months in "Editor Assignment" status, only to receive a desk rejection within an hour after an editor was finally assigned.
As a student facing strict graduation deadlines, these delays are challenging. In addition, since I am based in Syria, I am particularly interested in free journals, or those that offer full APC waivers for Syrian researchers.

Thank you again for your time, guidance, and support.

Regards,

Salamou alaykoum Khouloud,

I would recommend TACL. They are quite fast. My paper was reviewed and, although it was eventually rejected, the reason was methodological concerns rather than the fact that it was about Arabic.
If your reseach is focused on evaluation you can consider "BenchCouncil Transactions on Benchmarks, Standards and Evaluations" (TBench), which usually takes around 1.5–2 months for the decision.

Best of luck, and stay persistent!

I am surprised that Universities still require Journal submissions for students in AI. The field is rapidly moving that more than 5 months is too late for a paper. Last time I submitted a paper to a journal was more than 3 years ago. Researchers should raise awareness about that around our region.
