Please summarize the paper briefly. - Rev: I enjoyed reading this paper. The topic is quite timely, the research question is worthwhile, and the manuscript sits in a promising space between behavioral queueing, empirical service operations, and causal inference. The central intuition is that when service times are shaped by dynamics unfolding during service, a simple regression on a static workload measure can yield misleading conclusions.
