Did you add the 1.2.11.0 log4net as a reference in your project and recompile it afterwards? We've been doing this on projects where we have been using an older version of the log4net.dll file, which worked fine.

Non-system processes like log4net.dll originate from software you installed on your system. In Windows Task Manager, you can see what CPU, memory, disk and network utilization is causing the log4net for .NET Framework 1.1 process. To access the Task Manager, hold down the Ctrl + Shift + Esc keys at the same time. These three buttons are located on the far left of your keyboard.

If you install SVF for Web/Client after registering log4net.dll in the GAC, the SVF for Web/Client installer will overwrite and register log4net.dll in the GAC. For this reason, GAC registration of log4net.dll is deleted when you uninstall SVF for Web/Client.
To get the log4net.dll file you can either download the source code from the Apache log4net site and compile it or download the log4net.dll file that I am using on my Windows 10 with Powershell version 5 and that is version 2.0.8.0 compiled for .net 4.5
