Can we correlate the number of counts with transcriptional activity in bacterial genome?

Dear ShortBred developers and users,

How can we interpret the higher number of counts across different strains of the same species?

I assume that normalized number of counts  should reflect the number of DNA copies and the transcriptional activity of this region of bacterial DNA?

I have roughly this variety of counts:

Strain 1 260
Strain 2 - 2500
Strain 3 - 3500
Strain 4 - 4500
