I think you should be able to create a MSKLC keyboard for a custom
legacy font, though I haven't done it myself. You would create the
keyboard for the code points of the characters you need to use, and then
it works just like Keyman.
Dare I suggest that you consider switching the whole project to Unicode?
We found it very freeing to be able to view our language materials with
a variety of already-installed fonts... and if you ever want to post to
the web it's much easier.
