The piece Gabi quoted ends, "Minhag oqer halacha," and, given the
subject, I'm reminded of a young Kohein, apparently studying at a
Hesder yeshiva, being m'vareich those of us davening Shacharis at the
Har Nof beis-eivel of his father, who was sitting shiv'a for the young
man's grandfather -- when, after davening, his uncle (who was oleh
many years before from the US) asked whether that was proper given the
circumstances, he insisted that Minhag e'Y' was to duchan regardless
of the setting being a beis-eivel.
