Free Shipping (Exclude Alaska + Hawaii)

Hello,

I'm running Magento 1.5.1 with ShipSync 3.1 that was paid for and customized by Jonathan at ShipSync. Everything appears to be working, except we're having one issue. We have free shipping enabled for certain items and we need to restrict it to the lower 48 states (exclude Alaska and Hawaii). Is there a way to do this without modifying any code?
