New Request: Work Order Quantities set by fulfillment?

For situations where the cost is driven by the fulfillment, perhaps we can set the unit type to "None". This could set the quantity to 0 and disable the quantity, just like what happens for  weight-based scenarios. Then the cost calculation would then pull the quantity from fulfillment instead.

This solution won't work yet. It hasn't been coded. I'm just taking this as a note so that we know how to build it. I think it's mainly contained to 2-3 places in code, and maybe a few reports, but it'll take an hour or so of research to figure out more.
