This problem was fixed by moving my libraries folder off our network and onto the local C drive

I'm glad to hear it's working. We've seen other user's have issues with R reading and writing from Windows network shares. I don't think this is something specific to shinyapps, you may want to look into updating R to a newer version to see if that fixes the issue.
