On Windows 10, using R 3.5.0 in RStudio Version 1.1.442
Tried deploying a basic test app.R and got the following:
> options(rsconnect.http.trace = TRUE); options(rsconnect.http.verbose = TRUE); options(rsconnect.http.trace.json = TRUE)
> deployApp()

I've tried pinging that IP and gotten no response.  My firewall (windows firewall) has an exception for the RStudio R instance.  I have no idea what to do about this.

Thanks in advance,
Brendan

Application bundles are uploaded directly to AWS S3, so your firewall will have to allow that traffic through as well.

Excuse my ignorance, but how do I do that?  I was using this same laptop from a different home internet (in the US, different ISP and router) last week, and was able to deploy an app.  So I don't think it's my windows firewall?

I can't ping shinyapps-upload.s3.amazonaws.com (times out), but I can ping other s3 servers.  Essentially I'm having the same problem as this: https://forums.aws.amazon.com/thread.jspa?threadID=174854

It's likely either an issue with your computer, the local network you are on, or your ISP.
