There will be a public hearing via Zoom for the bottle bill this Friday (3/19). Testimony must be rec'd by noon on Thursday. If anyone wishes to testify during the public hearing, you must register on Thursday (see details below).
I recommend that the Litter Committee support expanding the deposit fee onto other types of beverage containers (like the nippers), which is part of the bill, for the purpose of reducing litter on our roadways. And also the increase in the deposit, for inflation. And yes, people will still throw them out the window, but someone will come along and pick up anything with a deposit on it. Some other portions of the bill I have no opinion on.

S.B. 1037 An Act Concerning Solid Waste Management (the bill to modernize CT’s bottle bill) is scheduled for a public hearing next Friday, 3/19 at 10am. Please consider submitting testimony and/or registering to speak in support of updating Connecticut’s bottle deposit law!
We have prepared sample testimony in support of the bill (attached), in addition to several helpful resources to help you craft your testimony. Please feel free to cut & paste, personalize and distribute as you see fit.
PLEASE NOTE: testimony must be emailed to the ENV committee clerk by noon on Thursday, 3/18 if you want it to be on the record/available to legislators in time for the public hearing. Testimony may be emailed to envtes...@cga.ct.gov. Anyone interested in testifying via zoom before the committee on Friday must REGISTER via the ENV hearing registration link no later than 3pm on Thursday, 3/11 to be entered into the lottery.
Don’t forget to contact your lawmakers! Please consider contacting your State Rep., State Senator, Mayor or First Selectman and ask them to cosponsor the bill/submit testimony in support! Feel free to reach out to me directly if you require assistance with this.
