I think we have our hands full with the topic of litter.  Any graffiti on open space lands should be reported to me ASAP. I do go out and cover up graffiti as fast as possible, and I don’t share photos of it (which is sort of what they want). The exception is that little red shack below the Pine Lake bridge, which has been unofficially ceded to the graffiti artists so long as they don’t touch anything else, like the bridge.

Whom should I report it to? It’s really getting bad. The citizens advisory board sent a letter a year ago to the mayor and aldermen with a lot of detail, listing on several pages cases of graffiti in our city. John responded he would look into it but hasn’t followed up.

Depends on who the property owner is. Graffiti on private property could be a blight issue; at the same time we do have property rights and the property owners are usually the victims, not the ones causing the problem. Repeatedly covering up graffiti may be a hardship for the property owner, especially downtown, so the issue can be more complex than first imagined. Graffiti on City property is something the City crews should be cleaning up and do. But we’re a low-tax town and departments tend to be low on staff. As I said, if it’s on open space (like at Hope Lake, Pine Lake, any of the trails, etc.) report that directly to me (Natural Resource Manager). I have various colors of ultra-flat concealer paint I use. If it’s on a Parks & Rec property (the manicured parks and ballfields), refer that to the Parks & Rec Department/Parks & Rec Commission. If it’s on school grounds, refer it to the school admin or Board of Ed. If it’s on street property owned by the City, then I think that’s Highways & Bridges. If it’s on highway land owned by the State, then it’s the DOT. And so forth.

Attached is the letter. I posted it on Facebook last August and no one had any ideas. Most is on public signs and utility boxes. Maybe we could talk about it a little tonight if you are willing? I am engaged in helping to find a solution for this.
