They don’t explain why so much more salt is being used. It’s because DOT departments decided to stop using sand in order to save maintenance costs. They used to spread a mix of sand and salt. When they used sand, they would have to sweep all that sand up each spring, and clean out every catch basin, which was expensive. When the catch basins weren’t cleaned out, the sand spilled out and filled up streams and lakes, so that’s also an environmental issue. At any rate, once each DOT department discovered it could save money by not using any sand, that’s what they did.
