Greetings - 

An application for a zone change to the parcel of land on Leavenworth Rd (Rte110) where Guy Beardsley had his eco-garden has come into the P&Z office.  It came in after our last conservation meeting, and I have been on vacation this past week.  Long story short, the Public Hearing is tonight.  Their application is requesting a zone change from R1A (2.75 ac minimum lot, 120,000sqft) on a portion of the parcel (which is 5.3ac) to R1 (0.92ac or 40,000sqft).  If left R1A, it can not be subdivided (2.75 x 2 = 5.5ac).

I submitted a letter/comment as myself, and referenced that the ConsComm had not had the opportunity to comment as a body.  I have a strong feeling that they will leave the Public Hearing open tonight, so we will have a chance to comment at next week's Apr1 monthly ConsComm meeting.  There also was not timely notification to the Ct Dept of Public Health or Aquarion.  The parcel lies within a public watershed, and both those agencies need to provide commentary on the application, even when it's simply a zone change.

The P&Z Google Drive has a reference to the potential subdivision that is likely to come after the Zone Change if approved.

Hi Tom, I had all intentions of attending this meeting when it was originally scheduled for seven. Ray O’Leary let me know it’s changing to six. I will try my best to get there as early as possible.  Unfortunately, I do work on Wednesday nights.

I plan to attend. It is a shame that the City did not buy the development rights to this unique property. The sale was strange, as shown on Zillow. It went on the market for $1,250,000. Two Pending Sales are listed at that price in Feb. and March of last year. Then the sale price is listed at $850,000 at the end of March 2025.

Sherry - There are 2 public hearings tonight in advance of this one, and thus I suspect that the Leavenworth Rd application will not surface till 7p at the earliest.

Bill - the sale of any property when multiple family members are involved in the estate, never mind the purchasing side - makes it complicated.  The Open Space Plan does show Guy's Eco Garden as a PDR (Purchase of Development Rights), but I believe that is incorrect.

I have a prior commitment tonight, but I will attend via zoom.

I was unable to stay for Guy's property, given the Fountain SQ and Canal Street Condos project presentations. I spoke to Joe Welsh and all is good with him regarding the DEEP letter.

From what I know, either P&Z approves the 3 one acre housing lots, or they push for an affordable housing apartment building. I am looking forward to learning what others who attended the presentation found out.
