Review of Present Emergency Shelter Needs

19th June 2010

Joseph Ashmore, consultant to Shelter Cluster, conducted a review of the post-earthquake emergency shelter solutions provided by agencies to recommend action for the ongoing and future operations. The study findings show that even the best quality tents distributed have a short life span with some needing immediate replacement due to wear and lack of suitability for long term use. The study also notes the variation in quality of plastic sheets and highlights the need for possible replacement of inferior material before the rainy season.

Given these concerns and in preparation for rainy season, Shelter Cluster conducted review of camp sites to assess the shelter replacement needs. The sample selected comprised 14 camps which were assessed through field and aerial visits.

Sample Survey Results:

38% represents the total number of tents and shelters without a second tarp over it and number of tents that need replacement.

 

As the total amount of shelters supported during the post-earthquake period equal to 378,595, the replacement percentage represents a high requirement. However, given that 18% of the shelter material distributed were tents, which would either need replacement or additional plastic sheeting for cover, the high requirement for replacement material is acceptable.

Hence, it can be concluded that by considering the results of the sample survey and Joseph Ashmore evaluation report, we could deduce that approximately 40% of the shelters would require replacement shelter material or additional shelter covers to withstand the oncoming rainy season.

 Some of the contingency material stored and pre positioned with different agencies, might be used to replace some of the worn out stuff. But that material might available from November onwards.
