Onderwerp: Update on EC closure and advocacy / next meeting of Protection cluster Wed 16 Dec at 13.30 at UNHCR office

Dear colleagues,

This is  an update since last week's Protection cluster meeting on steps that have been taken to advocate for protection-sensitive decisions on EC closure and relocation sites:

1. National level advocacy:
 - Meeting for Protection Cluster and UNRC to meet NDCC - scheduled for Wednesday 16 December
 - Meeting with DILG scheduled for Monday 14 December
 - Further discussion and recommendations were outlined at the PPA Conclusions Workshop on 3 December (report to be finalised by 15 December), and at the Shelter Cluster workshop on 8 December.

2. Provincial/Municipal-level advocacy and monitoring of closures/relocation
 - Ongoing by HI, SC, Oxfam, IOM (revised DTM soon to be online we hope) in NCR. At the CPWG meeting on 8 December a number of child protection agencies also reported updates on child protection concerns identified during monitoring in relocation sites in Angono and Muntinlupa.
 - Focus Group Discussions planned by CCCM/IOM Friday 11/Saturday 12 - would encourage Protection cluster agencies to review and to share any comments immediately and directly with IOM (cc prt...@gmail.com) given the timeframe.
 - Two inter-agency field trips for monitoring and advocacy planned for Rizal (Thursday 10 December) and Laguna (Friday 11 December). The trips are an opportunity also to field-test the checklist, and to identify the practical assistance needed in these two Provinces to support more protection-sensitive relocation initiatives by the authorities. Participants in the field trips include DSWD, UNHCR, IOM, Handicap International, Save the Children, Education Cluster and OCHA. The trips include visits to sites, as well as meetings with Provincial and Municiapl authorities.

Outstanding: Save the Children still to share their monitoring format for post-closure monitoring

Kindly note that our next Protection cluster meeting will take place as scheduled on Wednesday 16 December 2009 but at the slightly earlier time of 13.30, at UNHCR office.

Best regards,
UNHCR - Protection cluster
