Subject: URGENT: Last opportunity for comments on Vol 2 PDNA Sector Drafts 10pm tonight 24 November
Dear Flood Response Cluster Leads and IASC Country Team,
We are in the very final stages of the PDNA process and while the World Bank editing team is frantically trying to consolidate all of the inputs provided so far, there is still one final opportunity to make minor corrections and suggestions that will improve the PDNA report.
In order for me to provide a single, consolidated input to make it as easy as possible for the writing team, I will need to receive your final inputs by 10pm tonight, Tuesday, 24 November, for submission to the editing team by 9AM on Wednesday. The editing team has to finalize the report by Thursday, so please focus on correcting errors, and making your suggestions in the text, in track changes. Broad and general comments will be very difficult to incorporate.
Unfortunately, it will be impossible for another draft to be circulated. We are all working from the same, original drafts sent out on Saturday. If you submitted changes before, and have found additional changes, please add these changes to your original submission and update the previous filenames to the current date and time. This will make if far easier for the team to keep track of everything.
I don’t expect a great number of changes at this point, but wanted you to know that there is additional time for you to help improve the PDNA.
I will be boarding a plane for Bangkok, shortly, but will continue to handle inputs to the PDNA until Thursday’s delivery to the Government, although I will be available for further questions and comments beyond that time. John English will be the local contact person on PDNA in Manila, and he will forward information to me, and others who are backstopping the process.

Subject: URGENT PDNA documents attached for review
Dear Flood Response Cluster Leads and IASC Country Team,
Hot off the presses, the World Bank editing team has sent the attached documents for review.
These documents have been sent to us from the World Bank editing team with the note that:
- They are still finalizing the numbers. They won't change much, but they are not yet consistent throughout the document. Section 2 of Volume 1 contains the most up-to-date figures.
- For Volume 2 copies will be provided to the Commissions on Monday. Should there be any major concerns on the sector reports, they will need comments by Monday 8AM to be able to make any necessary adjustments before the 2PM meeting with the Commission. Sector teams have seen all of it before, so they not expect many changes here. Subsequent to Monday there will be time to further revise the sector reports prior to their finalization on Thursday next week.
- A more advanced draft of the Ag sector report has been added (it is newer that the report in the ZIP file).
A further revised version of Section 5 was subsequently sent out, and I have incorporated that into the Main Volume text so that we are all on the same document for Volume 1.
As mentioned below, please share with relevant cluster members, so that any comments and issues are sent to me by 10pm Sunday night. I will do my best to see that those comments are accurately compiled and presented during the meeting on Monday (These are specifically related to Volume I comments). If you are able to send comments earlier, please do so (especially if they relate to volume II sector reports). It will be a struggle to compile inputs on the sector reports to meet the 8AM deadline, but I will do whatever I can with what I am sent.
Again, apologies for the extremely late and limited time for this review. Even though this is happening over the weekend, we do want to want to take advantage of this last opportunity to correct any mistakes or misinterpretations, as well as to raise any important issues that may have been overlooked in this very rapid process.
Although this is probably unnecessary at this late stage, I am also including a one page set of “Guiding Principles for Early Recovery” taken from the much larger document of the same name by the Cluster Working Group on Early Recovery. This is not directly a part of the PDNA process, or document, but may be helpful to ensure that some recovery issues are not overlooked during the rushed review process, and is thus provided for information only purposes (not for review). This is guidance that I will use, and I recognize that many of you have your own guidance for your sectors that may be more useful, as well.
I look forward to hearing from you soon. I have checked all of the documents in the ZIP file and they all opened for me. Do let me know if you have any difficulties opening any attachments.

Subject: URGENT HEADS-UP: Pending Review of PDNA documents this afternoon

Very shortly, by early afternoon today (Sat 21 Nov), we expect to receive a near final draft of the main volume I of the PDNA report as well as a still quite rough version of the much longer Volume II, which includes the sector reports that you have contributed to via the PDNA sector teams. I will forward those documents to you, as soon as I receive them from the World Bank editing team.
While time is far too short to allow a review to be thorough, we would like to have all concerned parties take a look at the document sections of particular interest to your respective clusters, and check to see that the primary concerns and issues that you have input via the PDNA sector teams have been accurately and sufficiently reflected in the draft documents.
Of primary concern is the main volume I draft, which is still under construction as I write this email. Sec. Saludo will be hosting a small meeting to discuss this draft at 2pm on Monday (Nov 23) with a small core group of the Government agencies and partners involved in the PDNA, including the EC, UN, and World Bank. This will provide an opportunity for some final comments to be reflected in the draft before official submission to the Government on 25 November. There should be additional time for comments to be incorporated into the Volume II reports, but time for comments to be incorporated into the main draft is very limited.
Once you receive the draft documents, please share with relevant cluster members, so that any comments and issues are sent to me by 10pm Sunday night. I will do my best to see that those comments are accurately compiled and presented during the meeting on Monday.
Again, apologies for the extremely late and limited time for this review.
