Eden and Shelter Cluster Members,

Since I was not able to attend any cluster-related meetings last week, I
wanted to e-mail for a couple of reasons.

First, I want to announce that CRS/Philippines has a new Emergency
Coordinator, Toni Binalla, who will be taking over for me in January since I
am leaving for a new assignment in East Timor. Prior to CRS, Mr. Binalla
had extensive experience working with the DSWD. Could you please add his
address - ToniB...@ph.seapro.crs.org - to the list for the shelter
cluster?

Secondly, as an update, CRS has moved forward with shelter assistance in
Bulacan Province with its partner, the Commission of Service of the diocese
of Malolos. 187 families in Plaridel and Marilao have started to access
repair and reconstruction materials through a voucher system similar to
IOM's, for which the process should be completed during the holidays.

200 more households in the Pulillan, Marilao, and Valenzuela municipalities
of Bulacan and NCR should receive assistance during January 2010. We should
be able to update you about the progress shelter activities to begin in
Rizal Province in January.

Subject: <Shelter> Handover shelter cluster coordination Philippines to
UN-HABITAT

Dear Shelter Cluster colleagues,

As you know IFRC has the commitment to coordinate the Shelter Cluster
during the emergency phase after natural disasters. The emergency
phase of the typhoons response in the Philippines is finished so we
are handing over the coordination of the shelter cluster for this
response. The original plan, as per Jan-Willem's email below, was to
hand over to IOM but finally it has not happened.

IFRC has handed over to UN-HABITAT the coordination of the Shelter
Cluster in the Philippines as of today. The new coordinator of the
Shelter Cluster is Ms. Eden Pintor-Garde. Eden has greatly contributed
to the Shelter Cluster in this operation and in the past, as you all
know. I am sure that Eden and the UN-HABITAT team will provide
excellent coordination to the shelter actors.

In case of future new natural disasters that require additional
shelter coordination, IFRC will take over again the coordination of
the emergency phase.

Thanks to all of you for your support to the IFRC team during the
coordination of the emergency phase.
