Julie,
The NYSHC Annual General Membership meeting is tomorrow at Cornell University. We are touring the new Equine Park, and I am trying to get ready for that. I will try to review the letter today, and perhaps bring it up tomorrow, but I want to be sure we are endorsing something that will benefit all trail users, especially equestrians. I read at the bottom of the page of the legislation, and it appears to be an "unfunded mandate".  It would be very helpful to have funds attached to trails, as so much is left up to volunteers.
