Meet Joe Stafford - Director

Colorado Division Animal Welfare


The Division of Animal Welfare will help Colorado strengthen its support for the welfare of companion animals and livestock, while providing additional capacity to the Animal Health Division to focus on animal health and agricultural emergencies. As the Division Director, Stafford will lead by providing strategic direction, strengthening relationships with partners and stakeholders, and helping drive education and outreach to support animal owners across Colorado.

Leaders in Colorado's equine and livestock community come together to discuss advancements in animal welfare, current regulations, challenges faced, and opportunities for future collaborations.

Scott Dorenkamp

Professional Rodeo Cowboys Association

Livestock Program & Government Relations Manager

Scott Dorenkamp has spent his life deeply involved in rodeo on a number of levels. He’s been a steer wrestler, pickup man, flank man, chute boss, stock contractor and rodeo producer. He has been the Livestock Program & Government Relations Manager at the Professional Rodeo Cowboys Association (PRCA) since 2019. He tracks animal welfare statistics, animal welfare complaints, and government regulations/proposed regulations.

In addition to the Western Justice advisory board, he serves on the equine welfare committee and health and regulatory committee of the American Horse Council. He is also a Colorado Horse Development Authority Board Member.

Scott and his wife, Nicole, make their home in Colorado. He taught secondary mathematics and coached football, basketball, and track for over 20 years. Scott and Nicole have one son, Wacey, who is a PRCA steer wrestler.

Zack Riley

Colorado Livestock Association

Chief Executive Officer


Zach has been in the agriculture and advocacy field for many years. Born and raised on a cow calf operation he has valuable historical knowledge of the industry. Before coming to CLA he spent more than a decade in government affairs for agriculture associations and membership organizations. He has extensive Hill experience having work for Congress, as well as policy development and grassroot engagement. He is well versed in resource management and the political landscape. All of his experiences, education and background culminated in the work and vision that he brings to CLA.


Todd Inglee

State Board of Stock Inspection Commissioners

Colorado Brand Commissioner


Todd Inglee is the new Brand Commissioner for the Colorado Department of Agriculture's Brand Inspection Division. He began his role on February 5, 2024. Inglee is Colorado's seventh Brand Commissioner and replaces Chris Whitney, who retired after 12 years. 


Inglee is a Colorado native with a background in the industry, including:

  • Graduating from Colorado State University
  • Attending the Ag Leadership Program at the King Ranch Institute for Ranch Management
  • Founding his own cattle operation at Ralston Valley Beef
  • Serving as the Executive Director of the Colorado Beef Council for 12 years 

While branding is not required in Colorado, most livestock owners, especially cattlemen and women, do brand their animals. Brand inspections are mandatory for cattle, horses, mules, and donkeys.
