Unfinished Basement Stairs - Code Requirements?

I just had an occupancy inspection fail on my house, which I'm
renting, due to a lack of handrail on the stairs to the unfinished
basement.

It's been a week since they inspected and failed it. (I wasn't there
for the inspection, as I was out of town.)

Will they will send me a letter stating what issues they found and how
to fix them?

If not, does anyone know what the 2009 Residential Building Code says
about stairs to an unfinished basement? I don't know if I need to
provide both a handrail and spindles <4" apart, or if just a handrail
will work since no one occupies the basement.

Help? Please! :)

When we moved into our house, we just installed a handrail on the wall and passed that way, but if there isn't any kind of wall (the stairs just drop off on one side) you may need spindles.
