Heavy set, light-skinned African American male with white hoodie, red shoes and jeans is walking a bike east on Shaw, heading towards Grand. Police were called.

    Does anyone know how best to dispose of hazardous wastes such as toilet
    cleaner, silver polish, rust remover, and oil-based paints? In the
    county, there is a hazardous waste disposal day once a year, but you
    have to show proof of county residence. I don't know of anything similar
    in the city. The ReStore doesn't usually take open cans or bottles.

    You are supposed to be able to take it down to the drop-off site on
    Gasconade, but last time I did that, they just told me to put the toxic
    waste in the same dumpster with all the other trash. It was so stupid. I
    complained to the Missouri Department of Health and Environmental Services.

He dropped a pistol and bullets in the middle of Lawrence Ave, just
south of Shaw (next to SMOS). He was in some altercation with two
younger males on bikes. I heard a scuffle outside, opened my back
door, and witnessed him drop the gun on the street, along with
bullets. I watched him pick up the bullets, load the gun, and yell at
the two males who rode away on their bike. I called the police twice,
once to report the initial incident, and a second time when I saw him
walking a bike down Shaw. His shoes were bright red, which made him
stand out. My guess is that the police, if they showed, were too late
to find him.

Is he breaking the law? I thought the law in Missouri was conceal and carry.
So if he put it in his pocket, it's legal, right? (which I guess I don't
know if he did)
I'm not saying it's not a problem that an obviously angry man is walking
down the street with a loaded gun, but not sure the cops can do anything.
Welcome to Missouri.

I would think that could only apply if the gun was properly registered and licensed.

And he would have to have a specific permit for concealed carry, in addition to having the firearm registered. I don't know the requirements, but not just anyone can get one. Felons, for example, cannot own a firearm, so they obviously cannot get a concealed carry permit. You also have to take a class which includes safety so that you don't, say, drop a gun and bullets in the middle of the street.

You must have a CCW (Concealed Carry) permit to legally carry a handgun (which must have been legally obtained), which involves mandatory training and a background check at a minimum. Plus pulling it out and waving it around in public for no cause is "brandishing a weapon".  Open Carry is not legal in St. Louis. This dude does not sound like a good citizen (or smarter than a bag of hammers either).
