Smrc file location as a system property

We have been playing around with docker, and having real problems getting it to sort out the users dir location, which we need to get it to pick up the smrc file.

We think this problem is solvable but we also thought it would be nice to be able to pass in a system property overriding the location.

I enclose a patch todo just that any chance someone can apply it, assuming its ok.
