Recommendations for partly editable web pages

Scenario: 16 schools web pages (public) with one area where one CEWP
Rich Text Area can be changed by users, and one Links web part that
can be added to by users. Everything else on the page should be
locked down. SPD will not be available to users.

What are the options for creating these sites in MOSS 2007? Our site
is not up and running yet, and I'm uncertain as to the quickest and
easiest way to achieve this.
