HI, Walter
There are two things come to mind concerning your post.
1. SharePoint build in features do not support apply permission on
view.
2. The workaround is SharePoint Column View Permission(http://
www.sharepointboost.com/columnpermission.html), or possibly SharePoint
audience targeting.
