Failed to load the workflow

After I did an STSADM Export and Import of a site with a bunch of
workflows in it, none of the workflows work. When I go into SharePoint
Designer to open the workflow, I just get the following error: "Failed
to load the workflow."

I thought it could be related to the fact that the GUIDs of the lists
are different, so I opened each of the workflow files in XML and
updated the GUIDs with the correct (new) list IDs. Still no worky.

Anyone seen this or have any recommendations?

SharePoint Designer workflows are not portable and cannot be exported and imported. If you were to save the site as a template, with content, and then create a new site from that template you would get the workflows that way. Be aware, saving a site with content has a 10mb limit to the size of that content. This can be adjusted through STSADM commands.
