List Content Type unavailable

Hi All,
Here is a new one for me. I created a document library with a folder
structure. I saved it as a content type. As the administrator, I am
able to see the new content type/ template. However, site owners (who
have full control) can not see the new content type. However, other
list templates ARE available to the user. I am a site collection
admin.

Any idea why this is happening?
