functional spec wiki page

I made a new page
http://sharedname.org/page/Basic_functionality
that starts to collect (candidate) functional requirements.

This page does not say much that's new, so if you've been following
the project it won't be surprising. I put it together because I found
that the functional spec was scattered throughout the various wiki
pages and was all mixed up with design notes and propaganda.
