Announcing Shaka Player v4.0.0!

Hi everyone,

We are pleased to announce the release of Shaka Player v4.0.0.  There are many exciting features in this release, in particular, several new features and performance improvements for HLS.

We are also excited to announce Shaka Player's first community maintainers outside Google: Álvaro Velad (@avelad) and Casey Occhialini (@littlespex)  Thanks to both of you for taking on this new role and helping to move the project forward!
