Announcing Shaka Player v3.3.1, v3.2.3, and v3.1.5

Hi everyone,

We are pleased to announce the release of Shaka Player v3.3.1, v3.2.3, and v3.1.5.  There are many important fixes in these releases.

Fixes in v3.3.1:

  - Fix duplicate CMCD parameters in HLS live content
  - Inherit alignment from regions
  - Fix support for TTAF1 namespace (old version of TTML)
  - Fix misdetection of HEVC support on MS Edge
  - Fix caption overlap
  - Fix missing throughput in CMCD for HLS live
  - Support multiple chapter tracks with same language
  - Fix text UI not updating when text is disabled
  - Clear buffer on seek if mediaState is updating
  - Fix thumbnails issues
  - Made nested cues inherit region
  - Fix CMCD top bitrate reporting
  - Fix MediaCapabilities polyfill on Safari
  - Fix usage of Shaka without polyfills
  - Fix playback failure due to rounding errors
  - Fix HLS image track issues
  - Fix CMCD property mangling
  - Remove caption wrapper bgColor
  - Avoid WebCrypto randomUUID when CMCD disabled

As many of these fixes as possible have been backported to v3.2 and v3.1.  Some did not apply because they related to features introduced in a later branch.
