Announcing shaka-packager v2.1.0

We are pleased to announce the release of shaka-packager v2.1.0!

This is a feature release. Here are the highlights:

• Support removing segments outside of live window in DASH and HLS (#223).

• Support UTCTiming for DASH (#311).

• Support approximate SegmentTimeline (#330) under flag --allow_approximate_segment_timeline. The flag is disabled by default and it will be enabled in a later release. 

• Support elementary audio (Packed Audio) for HLS (#342).

• Support FLAC codec (#345).
