Announcing shaka-packager v2.4.0, v2.4.1

We are pleased to announce the release of shaka-packager v2.4.0 and v2.4.1.

This is a late announcement of v2.4.0 release, which was released on GitHub 25 days ago. There was problems in Windows buildbot (Appveyor build), so Windows artifacts was not included in the release. This is fixed in v2.4.1. Other than that, v2.4.1 is identical to v2.4.0.

This is a feature release. Here are the highlights:

• Support hardware accelerated AES (#198).
• Support various HDR formats for HEVC (#341, #632).
• [DASH] Support custom Accessibillity and Role elements (#565). This is needed
  to support DVS Accessibillity audio in DASH.
• Supports encryption of streams with parameter sets in frames, i.e. avc3, hvc1
  etc (#621, #627).
  
• Fix UDP sockets support in Windows (#643).
