According to my limited knowledge, it is borrowed from SHIA Muslims, who distribute sweet water in memory of Hussain who attained martyrdom due to thirst of water.    
 
Is it necessary for the intellegentia also to follow the "meaningless customs" widely prevailing in the community without going into the merits?  

In my humble opinion, the community expects guidance from you the knowledgeable people, who are the future of our community.  Can't we more properly use these funds for betterment of our community?

Really like the idea "Make a localized handout explaining what the event is" and putting up donation boxes for helping the less privileged communities.

Discussions can really help us pave a way for actions that have a long lasting effect for coming generations.

Indeed, Chhabeel, even if its significance is not known/clear, is going on since long and practically hard to stop it.

Rather it should be used as an opportunity to create better solutions of prachar and social work :)

BTW, are there already any localized handouts? In Hindi/Marathi/Punjabi .. (not the usual long ones but very short and crisp without any photos/sacred symbols so that be-adbi is not possible)

Now that this important question is raised, having thought about it for a while, a few things come to my mind
(a) Chabeel is an age old tradition, I did when I was maybe 7 years old. I think some seeds of sikhi were thus sown in me. Let us not stop the process of 'getting together' and the 'josh' that such events creates in the youngsters.

(b) We MUST do something different with changing times. One example that comes to my mind is that we should ask if the person know someone who would need a NOTE BOOK. Not only we can give a note book, we can also take down some details so that we can follow up later.

Giving money to Gurdawara is of Little use, since they do not spend for any needy cause - Education of Needy, School Fees or Medical etc. etc. All they know is to feed the well fed. (Most sikhs, including me have a BMI > 25)

Or also give a Wada-pav (I speak for Mumbai), along with the Chabeel, 

Make a "localized" handout explaining what the event it - "educate the masses in a local language" - 1/2 page at best and / Or collect Re. 10/- for Helping Sikhligar Sikhs.

Since there is a gathering, let us make the most of it

if whatever over beloved veer g Nanak g has said is true then WE SHOULD STOP THIS WASTING OF FUNDS and should divert the funds to the develpment of sikh orphans or  free sikh schools.
