舟山创业创新领军人才申报评审（第二轮）

尊敬的专家学者、创业精英：

 

新加坡中国学者学生联合会（www.sgcssa.org）是中国舟山群岛国家级海洋新区在新加坡唯一授牌的海外人才联络处。为大力推动新加坡高层次人才、创业团队和本地企业的国际化，发挥新加坡中国学者学生联合会作为新加坡和中国在科技合作、文化交流和商业拓展方面的桥梁作用，我们将协助2012年度舟山创业创新领军人才暨群岛“千人计划”的申报，并全年均接受领军人才申报。在最近的一批评审中，我们推荐的数个项目已通过评审。

 

最近一批的评审将于9月上旬进行，请有意向的专家于9月10日前发送附件中的《项目申报表》到pres...@sgcssa.org 参与评审，申请者不限于新加坡地区。

 

我们将协助您的申报（请重点填写申报表中黄色标注部分，合格的材料中其余部分我们将安排专业人士义务协助，并最终经您本人同意后向舟山推荐），请务必把握机会，我们将对您的申报内容严格保密，并提供项目申报跟踪的协助。

 

今年11月份我们还会主要推荐提交过申报表的专家参加舟山群岛项目合作洽谈会和考察活动，并尽可能报销国际旅费。

 

 

一、申报对象及条件

 

面向海内外，重点引进符合舟山经济产业发展方向和重大项目建设需求，能够促进新兴产业和现代服务业快速发展的创业创新领军人才（团队），但是不限于海洋经济创业创新领军人才（团队）。

 

一般应取得海内外硕士及以上学位，学成后在国内外大型企业、知名高校、科研机构等关键岗位从事研发、管理工作一年以上或有自主创业经验，带技术、带项目、带资金（人民币100万元以上，以技术专利入股的除外），拟在舟山新创办具有独立法人资格的科技型企业，并符合下列条件之一的：

 

1、拥有自主知识产权，其管理水平和技术水平国际先进，能够填补国内空白或引领相关产业发展的；

 

2、拥有高技术含量科研成果，可进行产业化生产，市场开发前景广阔的；

 

3、拥有可形成舟山新的具有良好发展前景产业的重大项目。

 

 

二、扶持政策

 

1、根据项目的产业化程度和市场前景，按“特别推荐项目”300万元、“重点推荐项目”200万元和“一般推荐项目”100万元三个等级，分企业注册（实质性运作）、中期验收和产业化三个阶段提供创业启动资金；

 

2、对在舟山本岛范围内无厂房、无住房的领军人才提供相应的工作场所和住房，三年内减免租金；

 

3、引进并落户舟山的各类创业创新项目，实施产业化生产后，年地方税收首次超过100万人民币的，给予其领军人才100万元人民币的一次性奖励。

 

4、经评审未列入领军人才推荐项目但拟在舟山落户的，可根据本人意愿，参加创业扶持计划，根据综合评审意见，分三个层次，分别给予30-80万元不等的创业启动资金，在限额范围内应项目推进需要实报实销。

 

5、优先推荐申报浙江省海外高层次人才“千人计划”和国家“千人计划”。

 

6、优先办理“浙江红卡”，享受子女入园入学、医疗保障等“浙江红卡”持证人享有的各方面权益。

 

 

三、申报程序

 

1、申报办法。按要求填写附件中的2012版《领军人才项目申报表》，并提供相关附件材料。

 

2、资格审查。由舟山市人力资源和社保局、市教育局对申请人的国内外学历、经历、身份等进行认定、审核；由市科技局对申请人的项目计划书及相关材料的具体内容进行初审，对其提交的知识产权进行认定、评估。

 

3、项目评审。申报人需现场进行答辩。由舟山市科技局组织相关专家，从项目技术性、先进性等方面进行技术评审。然后由风险投资专家、管理专家等就项目的创业前景、产业化 可行性等进行综合评审，形成评审意见书，提出特别推荐项目、重点推荐项目、一般推荐项目和不予推荐项目建议名单。我们新加坡联络处将按照具体情况组团回国 参加评审答辩，并安排考察活动。

 

4、公布结果。舟山市人才办组织相关部门对推荐项目进行相应的考察了解，并综合评审意见报市人才工作领导小组审核。经网上公示无异议后，最终确定领军人才人选并通知新加坡联络处，签订落户协议书。

 

 

四、其它事项

 

己获得“领军人才”资助的人才（团队）和项目，不得重复申报。

Dear Experts and Entrepreneurs,

 

We are Chinese Scholars and Students Association in Singapore (www.sgcssa.org), which is also the only overseas talents liaison office in Singapore for the National New Seashore Area -- Zhou Shan Islands, China.

 

In order to promote and support the international development for Singapore based world-class talents, startups and companies, SGCSSA tries its best to serve as a bridge between Singapore and China in technology and business collaboration.

 

We helped to bring the “The Recruitment Program of Global Experts” of Zhou Shan to Singapore. The first round of review for the recruitment in this year has been finished in March 2012, and we are pleased to share with you that a few projects recommended by us have successfully passed the examination for funding support.

 

The second round of review of this year opens from early-September. We welcome all of you who have business development plan in China to submit your application to by 10th September, 2012. Please fill all the necessary forms and documents included in the attachments. Applicants are not limited to the area of Singapore.

 

We will try our best to assist in your application (You are recommended to fill the yellow highlighted parts, and our professionals will assist to fill in other parts), and definitely keep confidential of all of your submitted documents. Moreover, we offer follow-up services for project application to assist you in achieving your targets with an express channel.

 

By the end of this year, we will recommend those experts who submit their project applications to Zhou Shan Islands to participate the projects cooperation negotiation conference as well as an inspection tour in November. We will do all the best as we can to reimburse the travel expenses.

 

 

1. Requirements for the Applicants

The entrepreneurial and innovative leading talent/team (in particular but not limited to specialization in marine economy), who are able to promote the rapid development of new industries and modern service industries, on the general condition of meeting the economic industry development direction of Zhoushan and the construction of major projects needs.

 

The candidates should obtain master degree or a higher degree and have researching or management work experiences in the key positions of the large enterprises, the well-known universities, research institutions for more than one year, or the start-up experiences. Also the candidates should intend to establish the scientific and technological enterprises as independent legal personality in Zhoushan with their own technology, project, and funds (more than 1 million CNY, except for technology patent investment), and meet one of the following conditions at the same time:

 

a)     with independent intellectual property rights, the international advanced management and technical levels, able to fill the gaps or to lead the development of related industries;

b)     has a high-tech scientific research, industrial production, market development prospect;

c)      has major projects for forming new industries with good prospects in Zhoushan.

 

 

2. Supporting Policies

a)     According to the degree of industrialization and market outlook, there are three levels for the entrepreneurial start-up capital: 300 million CNY for the highly recommended project, 200 million CNY for the key recommended project and 100 million CNY for the generally recommended project, which are divided into three stages: the enterprise registration (substantive operation), the medium-term acceptance and the industrialization;

b)     Leading talent who has no workplace or housing within the Zhoushan Islands, are offered appropriate workplace and housing and in addition rent relief within three years;

c)      After the implementation of industrial production for all the entrepreneurship and innovation projects which has been introduced and settled in Zhoushan, if the annual local tax revenue exceeds one million CNY for the first time, then the corresponding leading talent will be given one million CNY as a onetime reward;

d)     For those who are not accredited with the recommended projects leading talent, but still to be settled in Zhoushan, they can participate in the entrepreneurship support program that will give 30-80 million CNY entrepreneurial start funds based on the comprehensive review;

e)      Given priority to apply for Overseas Talents of Zhejiang Province “The Recruitment Program of Global Experts” and the National " The Recruitment Program of Global Experts ";

f)       Given priority to get Zhejiang province red card in order to enjoy the children for admission to school, health insurance, and all the privileges of Zhejiang red card.

 

 

3. Application Procedure

a)     Application approach: fill in the attached 2012 version of the project application form and prepare related documents;

b)     Qualification examination: Human Resources, Social Security Bureau and Education Bureau in Zhoushan will verify the applicant's academic qualifications, experience and status review; the Science and Technology Bureau will have a preliminary review of the applicant's project plan and related documents, then have an assessment and identification on the corresponding intellectual property.

c)      Project assessment: Applicants need to do an oral defense. Zhoushan Science and Technology Bureau will organize relative experts to conduct technical assessment according to projects’ technical and advanced levels. Then venture capital and management experts will do the comprehensive assessment based on projects’ entrepreneurial prospects and industrial feasibility to give suggestions on highly recommended projects, key recommended projects, generally recommended projects and non-recommended projects. Our Singapore Liaison Office will organize teams to go back China and participate in the defense as well as an inspection tour.

d)     Result announcement:  Zhoushan talent office will organize relevant departments to observe recommended projects and then report to talent leading group together with comprehensive assessment opinions. If there is no objection against the online publicity, final leading talent candidates will be confirmed and our liaison office will be informed. Ultimately a settled agreement will be signed.

 

 

4. Other Notations

Talents/teams and projects that have already been funded by “leading talent” are not allowed to re-apply.
