long dormant USB-werk no longer charging

I haven't used my usb-werk in a few years and it is no longer charging. I wonder if the cache battery has completely depleted so the charging circuitry sees a short. Has anyone else encountered a similar problem? I've used a power supply in the past to force charge a bit and I assume this could work, but I no longer work in an electronics lab. Is there a place in Oakland/Berkeley that could take a look and help out?

The rest of the circuitry is fine. Things work when I use an e-werk instead, although I'm not sure how happy my phone and bike computer will be with a non-steady voltage supply.
