Exactly how many civil servants do you propose be hired to spend their
time monitoring the contents of the 16000 odd newsgroups for this type
of SPAM? I guess it might improve the unemployment rate a little :-)

Much of it actually gets automatically cancelled anyway because it
turns up in too many groups.
