need relocate plugin to plugins.symfony-project.org

Need update package.xml file. Plugins must be in
<channel>plugins.symfony-project.org</channel>. Now <channel> tag
still points to 'pear.symfony-project.com'. Plugins depended on
sfJqueryReloadedPlugin fails to install due this issue too.
