Front End Chrome App to Upload files to IP Security Controller

Is anyone interested in developing a Chrome front end app. to administer a basic security system? This could be an industry game changer. Competitive products are thick client based windows programs developed in C# on the .NET framework. I am researching to see if I could develop a simple front end to manage hosted facility access control systems. The controller hardware is a small PoE device that communicates via socket connection (no http!) so the front end data would have to be transformed into ascii and binary files and uploaded to device in FTP or via function calls from the manufacturer's API. Is anyone interested in putting together a for profit team?
