at the end of the sdr, the number of shares in the pool is counted.
0 = boom, all major cities +20 value
1-2 = normal
3-6 = recession, all major cities (and towns) -10, therefore towns = 0 value
7+ = depression, all major cities -20

economic circumstances can change during the op rounds, if shares get bought out of the pool.
