A new proposal for a 240 foot building near Oakland's Embarcadero has prodded the beast. Expect to hear more about this in the months and years ahead.

Not sure why this article was written now - the buildings were approved last year and there aren't any proposals for new towers in the district (hence the writer having to cite Lake Merritt tower). Disappointing the writer didn't follow up on her claim about the city "working to relax" height limits - the city has also worked to reduce height limits, maybe more so.
