The fight for REAL disclosure in political ads begins on Tuesday when SB 52, the California DISCLOSE Act, is heard by the Senate Elections Committee. This is the first in the fight to shine a bright light on unlimited anonymous spending on political campaigns.
One look at how SB 52 will change disclosures on political ads in California shows how much of a difference it will make - and we why all need to work together to help it pass.
SB 52 will stop special interests from hiding behind fake names like "Stop Hidden Taxes" or "Stop Special Interest Money Now". Political ads will be required to clearly show their three largest funders. Committee websites will have to show their top ten major funders.
SB 52 will require these disclosures be displayed on the bottom one-third of the TV screen for a full six seconds at the start of ads, so people know who the funders from the beginning. In fact, the funders must be displayed in a big white font on a solid black background. No more fine print.
Authored by Senators Mark Leno and Jerry Hill and sponsored by the California Money Campaign, SB 52 will apply to ads for and against ballot measures, and to outside ads for and against candidates - including sham issue ads. It will tell voters who is really funding propositions and Super PAC attack ads.
SB 52 already has a number of prominent supporters in the Senate. Senator Kevin De Leon, chair of the Senate Appropriations Committee, spoke eloquently at the Los Angeles campaign kickoff about the need to pass SB 52. Early endorsers include Senator Alex Padilla, who sits on the Senate Elections Committee, and Senator Noreen Evans, among others. Yet to pass without having to go to the ballot, SB 52 will require 27 Senators to vote Yes. So they'll need to hear loud and clear that Californians demand real disclosure on political ads.

Right now, here are three big things you can do: 1) REGISTER IF YOU'RE GOING TO THE SENATE ELECTIONS COMMITTEE On Tuesday (April 30th), regular Californians will be coming from all around the state to fill the Senate Elections hearing room and speak in favor of SB 52.
We're also having a lobby day starting at 10am. We're excited to say that more than enough people have signed up for it, so we'll have a strong showing of support from Californians fanning out to convince legislators to support the bill! 2) DOWNLOAD THE PAPER PETITION FOR SB 52 AND GATHER SIGNATURES! Volunteers have already gathered over 8,000 signatures on the paper petition for SB 52 - that's a lot for a bill. You might be one of the signers or gatherers yourself.
We need to keep the ball rolling. We need 10,000 signatures on the paper petition before the Senate vote in late May, and over 20,000 for the Assembly by August.
Please download and print the petition, sign it yourself, ask your family, friends, and others to sign. Then mail or fax them to the address on the bottom.

P.S. SB 52 previously required TV disclosures on a full screen, but for only 3 seconds at the end of the ad. The new version makes the disclosures even stronger by placing them at the start of the ad for a full 6 seconds. It also addresses constitutional concerns raised about the previous version. The Brennan Center for Justice at the New York University School of Law, national constitutional experts, says that SB 52 "stands on unquestionably firm constitutional ground".
